Plan for and perform the site HSE and security management programs.
Plan for and implement the site HSE & security training programs.
Check and improve the hazardous construction work conditions.
Manage occupational health, workers’ health examination.
Establish an emergency action plan in preparation of an accident occurrence in order to save the situation and restore the area after the situation is over.
Investigate the cause of accident, establish preventive countermeasure and report the result to home office and local governmental authorities concerned.
Establish the emergency response plan for major accidents and provide the training and the result report.
Record and keep the statistics of accident reports.
Provide the HSE security equipment and personal protective equipment.
Provide the preventive plans for hazardous material handling.
Support discipline supervisors for performing their job safety.
On regular schedule, take a site safety and security patrol to find any inappropriate practice. Inform assigned superintendent to take a necessary measure to correct discrepancies, and assure that corrective action is followed up.
Responsible for ensuring that Project HSE Management policy, plans and procedures are implemented effectively and are suitable for the their purposes and use for which they are intended.
Establish Permit to Work System and manage and train relevant personnel.
He reports the performance and monitoring trends to the Project Manager and the Company HSEQ department, discussing the problems with the direct managers concerned.
Acquire the documentation of the subcontractors for the issue of the relative Professional Technical Suitability
Carry out a preliminary check on the HSE plans of subcontractors before sending to the HSE Company Manager for the issue of congruity
Monitor the HSE performance of subcontractors by performing on-site audits and filing the related documentation
Requirements
High school diploma (as minimum)
A current relevant health and safety qualification
Knowledge of the International HSE standards, codes and industry practices
Written and verbal communication skills in English (for foreign sites)
Experience as HSE Management System position minimum 3 years
Experience in OHSAS 45001:2007, ISO 14001:2004;VCA
Experience of managing HSE on civil and industrial construction site
